School Advisory Council (SAC)






Section 1: The name of the organization shall be the Bay Haven Charter Academy (BHCA) School Advisory Council (SAC).


Section 2: The Purpose of the organization shall be to perform such functions as are prescribed by regulations of the BHCA Board of Directors, assist in preparing and evaluating the School Improvement Plan and provide assistance in the preparation of the school's annual budget in accordance with Florida Statute 1001.42(18). 


Section 3: The membership shall consist of the Principal and an appropriately balanced number of teachers, support personnel, parents and other business and community citizens who are representatives of the ethnic, racial and economic community served by the school. At ail times there shall be a minimum often members. A majority of members must be persons who are not employed by the school. Members shall be elected by their respective peer groups at the school in a fair and equitable manner as follows:

          > Teachers shall be elected by teachers.

          > Education support employees shall be elected by education support employees.

          > Students shall be elected by students. (High school shall include students,

             Middle school may include students.)

          > Parents shall be elected by parents.


Section 4: The officers of the organization shall be the President, Vice-President, Secretary and Teacher Liaison. The SAC executive board is comprised of these four officers. The term of office for each officer shall be from the May general meeting to the May general meeting of the following year. The officers shall be elected by quorum at the May meeting. The President shall be responsible for the agenda for the SAC meetings, conducting business of the organization and serve as primary liaison with the school. In the absence of the President, the Vice-President shall perform the duties of the President The Secretary keeps records, disseminates and keeps a record of the general meeting and any Executive Board meetings minutes. The Teacher Liaison will be responsible for bringing concerns and ideas of parents to the attention of the teachers and vice-versa.


Section 5: A minimum of eight monthly meetings will l3e held. Meetings will be held at 3:30 P.M. on the fourth Tuesday of each month. Seven days-notice will be provided when circumstances demand a change in meeting time, date, or place. Three days advance notice in writing will be provided for all meetings which involve voting matters.


Section 6: Meetings will be conducted according to Roberts Rules of Order Revised.


Section 7: A voting quorum shall consist of the majority of the membership to be defined as 51%.


Section 8: Members who have resigned or have two unexcused absences will be removed from the Council according to Florida Statute 1001.452. The executive committee will appoint replacements in the event the membership fails below ten.


Section 9: School improvement funds shall be expended according to the established budget and in compliance with the General Appropriations Act and the policies of Bay District Schools and the general BHCA Board of Directors.


Section 10: Bylaws may be amended by a majority vote per Section 7.
